Well Oekaki has bad compression anyway, so it makes no difference. Bitmap, GIF, its still gonna be bad quality.

There's no link. Either use some kind of program like limewire, kazaa, or download the trial for a bit.

Why risk it? Just get Gimp Shop. It's completely free and almost as good as photoshop. It has almost all the same as photoshop with filters and different distortions but doesnt seem as good in ways. But if you are looking for a free solution get Gimp Shop.
